Ethiopia has been unanimously endorsed by African Union member states as Africa’s candidate for election to the International Civil Aviation Organization (ICAO) Council under Category II, positioning the country to compete for one of the body’s influential seats during the upcoming ICAO Assembly.
According to the Ethiopian Ministry of Transport and Logistics, the endorsement follows a continent-wide consensus among African states and marks a significant diplomatic milestone for Ethiopia, which is seeking to strengthen its role in shaping international civil aviation policy while representing African interests in one of the world’s most important aviation decision-making bodies.
The ICAO Council is the organization’s permanent governing body and is responsible for overseeing the implementation of the Chicago Convention, adopting international standards and recommended practices for civil aviation, supervising air navigation and aviation safety policies, approving the organization’s budget, and providing continuing oversight between sessions of the ICAO Assembly. Because the Assembly convenes only every three years, the Council exercises substantial influence over the organization’s day-to-day work and long-term regulatory agenda.

Under the Chicago Convention, ICAO Council members are elected in three categories. Category I comprises states of chief importance in international air transport. Category II, in which Ethiopia will compete, is reserved for states that make the largest contribution to the provision of facilities for international civil air navigation, while Category III ensures geographical representation for regions that are otherwise underrepresented on the Council.
Election to the Council does not confer executive authority over ICAO, but it gives member states a direct role in deliberating and voting on global aviation standards, safety oversight, air navigation policies, environmental initiatives, capacity-building programs, and technical cooperation. Council members also gain greater opportunities to influence policy discussions affecting international air transport and to strengthen their diplomatic engagement with other aviation authorities.
For Ethiopia, whose aviation sector is anchored by one of Africa’s largest airlines and a major regional aviation hub, Council membership is expected to further enhance its profile in global aviation governance while allowing it to advocate for priorities shared by African states, including improved aviation connectivity, infrastructure development, technical assistance, and aviation safety.
However, the ICAO Council’s composition has long been the subject of academic and diplomatic debate. Analysts have argued that the Council’s membership criteria, established in the 1944 Chicago Convention, have struggled to keep pace with changes in global aviation and the rapid growth in the number of sovereign states, particularly in Africa and other developing regions.
The ICAO Council election will take place during the forthcoming ICAO Assembly, where member states will vote to determine the Council’s composition for the next three-year term.
