The Addis Ababa Housing Development and Administration Bureau has set an 11.5 percent ceiling on residential rent increases for the new budget year with implementation starting today, July 8.
The Bureau said the ceiling was issued based on the Rent Control and Administration Proclamation No. 1320/2024. It also said any rent increase and contract renewal must be based only on the rent amount stated in the previous contract.
Registration of renewed landlord-tenant contracts for privately owned residential houses across Addis Ababa began today, July 8, according to the Bureau. The Bureau said any illegal acts that bypass the new contract renewal registration process and the approved rent-increase ceiling are prohibited.

It specifically prohibited so-called “special contracts” made outside contracts registered or to be registered by the Bureau, and outside directions issued by the Bureau. It also banned local agreements made outside the legal procedure, as well as any illegal agreements made in condominium housing areas.
The Bureau warned that legal measures will be taken against landlords and tenants found using prohibited illegal agreements or implementing rent increases above the 11.5 percent ceiling.
