Russian Security Council Secretary Sergey Shoigu has warned that the security of BRICS member states is under increasing threat, stressing that the bloc must play a leading role in shaping a “fair and balanced international order” amid growing global challenges.
According to a statement cited by the Russian Embassy in Ethiopia, Shoigu made the remarks during a meeting of high-level BRICS representatives responsible for security affairs in New Delhi. He emphasized the need to prevent what he described as the replacement of the international legal system with a so-called “rules-based order.”
“In the current international environment, the security of the BRICS countries is continuously under threat,” Shoigu said, calling on member states to strengthen cooperation and contribute to building a more equitable framework for international relations.

The Russian security chief argued that the authority of major international institutions has been significantly weakened. He claimed that the central coordinating role of international organizations, particularly the United Nations, has diminished, while some countries have increasingly disregarded or violated UN Security Council resolutions.
Shoigu also criticized several other global institutions, including the World Trade Organization (WTO), saying it has failed to adequately protect participants in international trade. He further alleged that the World Health Organization (WHO) showed bias during the peak of the COVID-19 pandemic by swiftly registering vaccines from only certain countries.
In addition, Shoigu accused the World Food Programme (WFP) of operating in a biased manner, although he did not provide specific examples during the session.
