– PM Lays Foundation Stone for Fertilizer Plant and Oil Refinery Mega Projects
Prime Minister Abiy Ahmed (PhD) has inaugurated the first phase of the Ogaden Liquefied Natural Gas (LNG) Project and laid the foundation stone for two additional mega-projects today in Somali Regional State.
The two mega-projects for which the Prime Minister laid the foundation stone are the fertilizer plant, a partnership between Ethiopian Investment Holdings (EIH) and the Dangote Group, and the Gode Oil Refinery, which will be constructed by Golden Concord Group Limited (GCL).
Just a month ago, EIH and Dangote Group announced the signing of their agreement to build the USD2.5 billion fertilizer plant under a joint venture structure in which EIH holds a 40 percent equity stake and Dangote Group maintains 60 percent. The plant is expected to have an annual production capacity of 3 million tons.
The Ogaden LNG Project, inaugurated today, is reported to have an initial annual production capacity of 111 million liters. The launch also marks the beginning of the project’s second phase, which is expected to add an additional 1.33 billion liters per year. The overall facility is also projected to contribute to national energy generation, with a planned production capacity of 1,000 megawatts (MW).
“Importantly, the plant is not just a gas facility. It serves as a cornerstone of our food sovereignty efforts by providing essential input for fertilizer production. It also supplies critical resources for our energy and crypto-mining initiatives,” the Prime Minister wrote on X.

On the other hand, the Gode Oil Refinery is anticipated to produce 3.5 million tons annually.
The projects launched today are part of more than six mega-projects—valued at over USD30 billion—that the Prime Minister announced during the inauguration of the Grand Ethiopian Renaissance Dam. The projects in the Somali Regional State alone, which the Prime Minister noted “represent more than industrial progress,” are collectively valued at USD10 billion, including associated infrastructure.
