Ethiopia and the United Nations (UN) signed a landmark five-year Sustainable Development Cooperation Framework (2025–2030) valued at approximately USD 6.5 billion, to accelerate Ethiopia’s sustainable development and align with the global Sustainable Development Goals (SDGs). The agreement, announced by Ministry of Finance, underscores the nation’s commitment to addressing pressing challenges through resilience, inclusivity, and sustainable growth.
The framework targets Ethiopia’s most urgent priorities, including strengthening resilience to climate change and economic shocks, building sustainable food systems, and improving livelihoods, particularly for vulnerable populations such as women, children, and persons with disabilities.
It is structured around five strategic pillars: creating job opportunities with an emphasis on empowering youth and women, modernizing development programs through digital transformation, and providing targeted support to marginalized communities.

According to the Ministry of Finance, an estimated USD 6.5 billion is needed to fully implement the framework, with USD 1.5 billion already mobilized. Scheduled to commence in July 2025, the framework aligns with Ethiopia’s Ten-Year Development Plan and reflects its commitment to the global 2030 Agenda for Sustainable Development.
Ethiopia, hosting one of the largest UN country teams with approximately 28 agencies based in Addis Ababa, will benefit from enhanced coordination mechanisms introduced under the framework to maximize impact. The agreement marks a significant step in Ethiopia’s ongoing efforts to foster inclusive growth and resilience, building on its diplomatic engagements, such as the recent Horn of Africa Gateway Development Project with Kenya and discussions with Somaliland to secure sea access.
This cooperation framework positions Ethiopia as a key player in advancing sustainable development in the Horn of Africa, with the UN’s support paving the way for transformative progress over the next five years.
