The Cooperative Framework Agreement (CFA) on the Nile River Basin officially came into effect on October 13, 2024, two weeks after South Sudan deposited its accession to the treaty with the Pan-African body.
The CFA is the first legal instrument that was multilaterally negotiated, signed, and ratified by multiple countries. Its entry into force establishes the Nile River Basin Commission, the first multilateral institutional framework aimed at promoting the equitable and reasonable use of the Nile River.
The agreement has been signed and ratified by Ethiopia, Uganda, Tanzania, Rwanda, Burundi, and South Sudan. with the later acceding to it. While South Sudan was not an independent state during the treaty’s signing, it has now formally joined the agreement through its accession.
