A recent report presented to the House of Peoples’ Representatives has uncovered significant financial mismanagement in Ethiopia, involving 162 federal agencies during the 2022/23 fiscal year. The Ethiopian Auditor General revealed overdue accounts receivable amounting to 14.1 billion Birr, along with unaccounted expenditures totaling 43.5 million Birr within 11 federal institutions, including the Federal Police Commission. Additionally, 30 institutions were found to have made illegal payments of 16.7 million Birr. Three ministries were highlighted as major contributors to the overdue receivables. The Ministry of Health owes nearly 6 billion Birr, the Ministry of Irrigation and Lowlands 1.1 billion Birr, and the Ministry of Education 1 billion Birr. The report also exposed issues in federal construction projects, with 12 projects valued at 11 billion Birr awarded to only two contractors, violating procurement regulations. A loss of 17 billion Birr was reported from suspended public projects, attributed to the Ethiopian Construction Authority’s failure to recover advance payments. Members of Parliament raised concerns about the findings and criticized the absence of key officials during the parliamentary session, stressing the need for improved financial oversight and accountability.
