Somalia has categorically rejected engaging in any discussions with Ethiopia regarding the controversial port deal between Ethiopia and Somaliland. The Ministry of Foreign Affairs of Somalia issued a statement on January 18, 2024, declaring, “There is no space for mediation unless Ethiopia retracts its illegal MOU and reaffirms the sovereignty and territorial integrity of Somalia.”
This response was prompted by a statement from the AU Peace and Security Commission on January 17, which advocated for dialogue between Addis Ababa and Mogadishu. The AU recommended the deployment of High Representative Olusegun Obasanjo to mediate talks, recognizing the escalating tensions in the Horn of Africa.
While Somalia acknowledges and “welcomes” the AU’s affirmation of its sovereign integrity, it staunchly refuses any talks with Ethiopia until the latter revokes its land lease agreement with Somaliland.

The strained relationship between Somalia and Ethiopia has further escalated since the signing of the port deal. Somalia recalled its ambassador from Addis Ababa, prompting Ethiopia’s ambassador to Somalia to reciprocate by leaving Mogadishu. Somalia’s President Hassan Sheikh Mohamud labelled Ethiopia as Somalia’s “enemy.”
President Mohamud visited Eritrea and later Egypt, engaging in talks with the respective presidents. Egypt pledged support for Somalia, and while President Mohamud stated that Eritrea had expressed backing in the dispute, the Eritrean government has yet to officially comment on the matter.
